GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 - CONTAINMENT ISOLATION FOR INSTRUMENT LINES By letter dated July 2,1987, System Energy Resources, Inc. / he licensee) t provided information to demonstrate that certain small diametar pressure instrument lines penetrating containment would maintain containment leak-tight integrity without the 6ddition of automatic or remote manual containment iso-lation valves.
The licensee proposed to use manual valves to maintain contain-ment integrity during replacement of pressure transmitters or other maintenance.
Based on the justification and commitments provided in its submittal, the licensee requested release from its commitment to install containment isolation valves in these instrument lines during the second refueling outage.
The staff has completed its review of this submittal. The staff's safety evaluation is enclosed. The staff concludes that for the identified GGNS-1 pressure instrument lines a closed system outside containment that meets the nine criteria specified in ANSI /ANS Standard 56.2-1984 is an acceptable i
alternate basis for meeting the requirements of General Design Criteria 55 in Appendix A to 10 CFR 50. The licensee has committed to meet these ANSI /ANS-56.2-1984 criteria and implement design changes if necessary by the end of the second refueling outage. The staff further concludes that the I
licensee's proposal to add additional manual valves as appropriate during the I
second refueling outage, to provide for improved maintenance is acceptable.
The licensee is requested to provide descriptions of the final design and evaluation of these instrument lines and advise the staff when implementation i
of modifications and testing is completed. The licensee has stated that the target date for implementation to be complete is January 10, 1988.
