GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 - CONTAINMENT ISOLATION FOR INSTRUMENT LINES (TAC 65707)

By letter dated February 12, 1988, System Energy Resources Inc. (the licensee) provided the results of an analysis to confirm that the closed systems formed by the instrument lines identified in its July 2, 1987 letter satisfy the nine criteria specified in Subsection 3.6.7 of ANSI /ANS Standard 56.2 - 1984 and that additional manual valves are not needed. By its September 4, 1987 safety evaluation, the NRC staff concluded that the closed systems in these lines would maintain containment leak tight integrity without additional motor-operated containment isolation valves, provided these nine criteria are satisfied. The staff also concluded that the addition of manual valves, as appropriate, to provide for improved maintenance of pressure transmitters in the instrument lines was acceptable.

The NRC staff has reviewed the licensee's February 12, 1988 letter. The staff concludes that the above identified GGNS, Unit 1 instrument lines meet the nine criteria specified in ANSI /ANS Standard 56.2 - 1984 for closed systems outside containment and are, therefore, an acceptable alternate basis for meeting the requirements of General Design Criterion 55. The staff further concludes that the present instrument lines, without additional manual valves, provide an acceptable means to achieve a temporary closed system boundary if a pressure transmitter must be removed for maintenance during plant operation.

The licensee's February 12, 1988 letter also indicated that all analyses, modifications to instrument lines, and changes to plant operating procedures identified in its July 2, 1987 and February 12, 1988 letters have been completed. By telephone, the licensee stated that the implementation completion date was January 15, 1988.
