REQUEST FOR ADDITIONAL INFORMATION RELATED TO THE GL 96-06 RESPONSE FOR CRYSTAL RIVER 3 (TAC NO. M96800)
Dear Mr. Anderson:
Generic Letter (GL) 90-06, " Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions," dated September 30,1996, included a request for licensees to evaluate cooling water systems that serve containment air coolers to assure that they are not vulnerable to water hammer and two-phase flow conditions. Florida Power Corporation provided its assessment of the water hammer and two-phase flow issues for Crystal River Unit 3 in a letter dated January 27,1997. In this response it was stated that because the Nuclear Services Closed Cycle Cooling System (SW) is a closed loop system that is pressurized i
to a minimum of 71.7 psig via nitrogen overpressure, neither water hammer or two-phase flow will occur. In order to complete our review of the resolution of the water hammer and two-phase flow issues for Crystal River Unit 3, we will require the following additional information:
a.
Confirmation that the water hammer and two-phase flow analyses included a complete failure modes and effects analysis (FMEA) for all components (including electrical and pneumatic failures) that could impact performance of the cooling water system and confirm that the FMEA is documented and available for review, or explain why a complete and fully documented FMEA was not performed.
b.
A complete description of any modifications that were made to resolve the water hammer and two-phase flow issues (e.g., increases in system over-pressure requirements).
c.
An explanation for why Technical Specification requirements are not warranted for SW surge tank temperature, over-pressure, and level requirements.
It is requested that this information be provided by June 30,1998, in order to support our review schedule for GL 96-06. If there are any questions conceming this request, please contact me at (301) 415-1495.
