NOTICE OF VIOLATION

(NRC INSPECTION REPORT NO. 50-302/86-31)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

T. Stetka on September 6 - October 9, 1986. The inspection included a review of

activities authorized'for your Crystal River facility. At the conclusion of the

inspection, tha findings were discussed with those members of your staff

identified in the enclosed inspec'. ion report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities appeared to violate NRC

requirements. The violation, references to pertinent requiremnnts, and elements

to be included in your response are described in the enclosed Notice of

Violation.

As discussed in the Exit Interview held on October 9,

1986, we

request your response document your ef forts to correct the discrepancy between

your Final Safety Analysis Report ( FS AR) description of your normal mode of

operation of the cooling water systems that cool safety related equipment and

your present mode of operating these systems.

Your attention is invited to the unresolved item identified in the inspection

report.

This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Roor..

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
