SPIRAL UNLOADING BASES CHANGE Re: Pilgrim Nuclear Power Station By letter dated August 28, 1986, you provided a new page 204A to be incorporated into the technical specifications for Pilgrim Nuclear Power Station. Page 204A describes the bases for Technical Specification 3.10.8 which requires reactor core monitoring during fuel handling operations.

The only change noted on the page is the substitution of the phrase "During selected refueling outages" for the initial phrase of the footnote, which currently states:

"During the 1981 refueling outage, prior to initiating spiral unloading, the central control cell will be removed to facilitate inspection of Core Spray Spargers."

According to 10 CFR 50.36(a), changes in the bases are not considered technical specification changes which require NRC approval. However, the current footnote was added to page 204A when Amendment 49 to Facility Operating License No. DPR-35 was issued on October 2,1981. The staff's safety evaluation which supports that amendment concluded that the shutdawn margin of Pilgrim reactor will not be reduced by removal of the centrally controlled cell. That conclusion is not affected by your change in the footnote. We also agree that the change in the footnote is needed to be consistent with your current plans for inspection of the core spray spargers.
