Inspection 50-412/87-18

This refers to the routine resident safety' inspection by Messrs. J. Beall and

L. Prividy on March 1 - April 12,1987, at the Beaver Valley Power Station, Unit

2, Shippingport, Pennsylvania.

The inspection consisted of document reviews, in-

terviews and observation of construction and preoperational test activities.

The

findings were discussed with Mr. R. Swiderski of your staff.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter.

Within these areas, the inspection con-

sisted of selective examinations of procedures and representative records, inter-

views with personnel, and observations by the inspectors.

Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation enclosed herewith as Appendix A.

The violations have been

categorized by severity level in accordance with the " General Statement of Policy

and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C.

You are

required to respond to the enclosed Notice, and in preparing your response, you

should follow the instructions specified therein. As we discussed on the phone

on 5/5/87, these violations should be resolved with the NRC prior to initial cri-

ticality (see enclosed inspection report items 11 and 12).

The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
