This memo closes allegation RI-85-A-0012. The technical allegations of unauthorized changes to an engineering specification and improper torquing of switchgear fasteners were unsubstantiated as documented in attached inspec-tion report 50-410/85-13 and the licensee response to our request that the matter be investigated. The inspection report was forwarded to the alleger by the attached letter. Other pertinent documents in the file are also attached.
