ENCLOSURE 1 NOTICE OF VIOLATION Duke Power Company Docket No; 50-413 and 50-414 Catawba 1 and 2- License No. HPF-35 and NPF-52 During the Nuclear Regulatory Commission (NRC) inspection conducted on April 26,1987 through . May 25, 1987, a violation of NRC requirements was identified. The violation involved a failure of written operations procedures to adequately require implementation of the Security Plan under degraded Standby Shutdown Facility conditions. _ In accordance with the " General State-ment of ~ Policy and Procedure for NRC Enforcement Actions",10 CFR Part 2, Appendix C (1387), the violation is listed below:

Technical Specification 6.8.1 requires written procedures to be estab-lished, implemented, and maintained covering implementation of the Secu-rity Plan.

Contrary to the above, on April 10, 1987, written operations procedures were inadequate to implement applicable portions of the Security Plan from approximately 8:20 a.m. - 1:15 p.m. when inoperability of the Unit .1 Standby Makeup Pump caused a degraded Standby Shutdown Facility.

This. is a Severity Level IV Violation (Supplement 1).

Pursuant to the- provisions of 10 CFR 2.201,- Duke Power Company is hereby required to submit to this Office within thirty (30) days of _ the date of the ,

letter transmitting this Notice a written statement or explanation in reply )

including : (1) admission or denial of the violation, (2) the reason for the l violation'if admitted, (3) the corrective steps which have been taken and the  !

results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
