PROPOSED ENHANCEMENTS TO THE MARK. I CONTAINMENT - PILGRIM' STATION i.
As you are aware, the NRC and the Nuclear Utilities Management and Resources Committee-(NUMARC) have been considering various initiatives that may improve the perfonnance of BWR Containments. Several-utilities have voluntarily stated their intent to take certain actions aimed at improving containment. performance i-
.and reducing the consequences of a severe accident, should one occur.
l On' July 25, 1986, Boston Edison announced their intention to make certain modifiutions to the Pilgrim containment'during the current outage. During 1
subsequent meetings with the NRC, Boston Edison has sumarized their ' plans for-implementing these modifications as part of their Safety Enhancement Project.
It:is our understanding that this project includes actions specifically affecting the containment such as~ modifications to the containment spray, installation of a torus vent path from the wet-well to the main _ stack, selected revisions to plant emergency procedures, and modifications to the nitrogen system.
As discussed between Mr.. R. N. Swanson of your _ staff and Mr. R.= Wessman (the Pilgrim Project Manager) on April 24, 1987, the NRC-needs to fully understand the modifications Boston Edison has voluntarily elected to implement and to assess the safety significance of these modifications. Accordingly, you are requested to submit for staff review a detailed description of your containment:
i modifications program including implementation schedule, hardware changes, procedural changes and operator training. This program should be_ submitted within 60 days to allow sufficient time for staff. review before the restart of-Pilgrin facility.
