Dear Mr. Tam:

In reference to your letter dated May 24, 1987 regarding compliance to FEMA Guidance Memorandum (GM) MS-1, Duquesne Light Company is proceeding to accomplish the criteria identified in the GM.

On November 19, 1986, hospitals, ambulance services and care centers were exercised with an adequate evaluation by FEMA in all 3 States.

Initially, it was our opinion that GM MS-1 criteria was met.

However, in further discussions with FEMA Region III, it was pointed out that the Beaver County Hospitals (Aliquippa General and Beaver County Medical Center) are located within the 10 mile EPZ, and do not meet GM MS-1 criteria. The best Virginia and Ohio hospitals are acceptabic.

Duquesne Light Company has been working with the Pennsylvania Emergency Management Agency (PEMA) and the State Department of Health to identify primary and support hospitals that will meet the GM criteria for the general public. A meeting was held on June 12, 1986 to resolve the situation.

The following is a status report on GM MS-1 requirements:
