INSPECTION N05. 50-327/87-22; 50-328/87-22
Enclosed is the inspection report of the team inspection conducted by
Mr. G. T. Hubbard and other NRC representatives on April 6-10, 1987 at
i
the Sequoyah Nuclear Power Plant (SQN) of activities authorized by NRC
Licenses Nos. DPR-77 ar.d DPR-79. The team's findings were discussed with
Mr. P. R. Wallace and (ther members of your staff on April 10, 1987.
The inspection was a continuation of the equipment qualification (EQ)
inspections being conducted by the NRC to review SQN's compliance with
10 CFR 50.49 prior to restart. The inspection focused on the activities
completed since the last EQ 1r,spection conducted on December 8-12, 1986
and included review of your corrective actions on deficiencies identified
')
in Inspection Report Nos. 50-327,328/86-01, dated August 15, 1986. Within
these areas, the inspection consisted of examination of selected procedures
and records, interviews with personnel, and observations by the inspectors.
This inspection identified no deficiencies in your implementation of a program
to meet the requirements of 10 CFR 50.49; however, previous NRC inspections
conducted January 6-17, February 10-14, June 23-27, 1986, identified deficiencies
in your program.
These deficiencies were identified in NRC Inspection Report
S0-327, 328/86-01, dated August 15, 1986, as being either Potential Enforcement /
Unresolved Items (PE/UIs) or Open Items.
Eleven of the deficiencies were
identified as PE/UIs and five were identified as Open Items. The NRC has evaluated
the PE/UIs and determined that eight of them provide a basis for issuance of the
enclosed Notice of Violation (N0V). The NRC has reviewed your correctivo actions
relative to these eight PE/Uls and has found your actions to be acceptable;
therefore, these PE/UIs are closed and no response to the enclosed NOV is
required.
Your corrective actions relative to the other three PE/Uls, as well as the five
Open Items, have also been reviewed and found acceptable; therefore, they are
closed and no further action relative to these findings is required. Details of
the closure of identified deficiencies is included in NRC Inspection Reports
50-327,328/86-01 and 50-327,328/86-70, dated March 9, 1987, or the enclosed

While the identified deficiencies have been closed, there are certein activities
which you must complete before SQN is in compliance with 10 CFR 50.49. These
items were identified in a letter from R. L. Gridley, Director, Nuclear Safety
and Licensing, to the NRC, dated March 24, 1987, subject, "Sequoyah Nuclear
Plant (SQN) - Compliance with 10 CFR 50.49, Environmental Qualification of
Electrical Equipment Important to Safety for Nuclear Power Plants." The items

needing completion include completion of your Replacement Items Project (RIP)
and resolution or staff approval of the main-steam-line break with superheat
release and its effects on the environmental qualification of equipment in the
east and west valve vault rooms ( A1, A2, A10, and All). Since these items will
be the subject of specific safety evaluations, they are not identified for
follow-up in the enclosed inspection report.
Two other items (determination of qualification requirements for containment
cooling for certain events and completion of all EQ fieldwork) identified in
the March 24, 1987, letter have been identified as inspection follow-up items
(IFIs) in this inspection report. While the inspectors found no concerns with
your approach to completion of these items, they have been identified as
IFIs items to ensure completion by TVA and review by NRC prior to SQN restart.
Since completion of your EQ program and acceptance of it by the NRC is a pre-
requisite for restart, you should notify the staff when these IFIs are complete.
Additional details of the inspection are discussed in the enclosed inspection
report.
In accordance with 10 CFR 2.790(a), a copy of this letter, its enclosures, and
any reply will be placed in the NRC Public Document Room. The responses directed
by this letter and its enclosure are not subject to the clearance procedures of
the Office Of Management and Budget as required by the Peperwork Reduction Act of
1980, PL 96-511.
