Dear Dr. Murley:

j We understand that you are contemplating the transfer of our NRC Project Manager, Eileen McKenna. While a transfer may be necessary ultimately, we urge you to defer this transfer until (1) the final SEP report on Yankee is complete and (2) the current refueling and maintanance outage is over. The outage should be over in late June, and the SEP report should be done by then as well, if Ms. McKenna stays on the job through June, and the rest of the staff meets the commitments made to me by Mr. Sniezek.

A transfer of the Yankee Project Manager at this time would present serious problems, right in the middle of a major outage. The new Project Manager would not be familiar with the plant and, therefore, would not be able to act promptly on outage-related problems.

A transfer at this time would also delay completion of l SEP once again. The new Project Manager would be completely unfamiliar with the enormous volume of work that has been done on SEP, including the understandings reached at countless meetings with NRC personnel and consultants on the various SEP topics.

Completion of the SEP program has been delayed repeatedly by turnover at NRR. While this turnover has not been limited to the Project Manager position, by any means, it is easy to list the changes in this position that have occurred since the SEP Integrated Plant Safety Assessment (NUREG-0825) was written:

E. McKenna We have had a different Project Manager every year for the last five, and now we are going for six. Not only has this delayed the resolution of the SEP issues, but it has contributed to inefficiency in all areas, and could well be counter-productive when it comes to safety.

-to the personnel process at.NRR.. This is really necessary for maximum safety and efficency. In any event, we urgently-request that no change be made in the Yankee Project Manager until the current outage is over and the final SEP report is complete.
