Dear Mr. Tribble:

On May 18, 1987, you sent me a letter expressing your concerns related to the completion of several Systematic Evaluation Program (SEP) activities for Yankee Rowe. I would like to respond to those concerns, as well as those covering the reassignment of the NRC Project Manager, which were expressed in your May 12, 1987 letter to Dr. Murley.

During our discussions in early April, schedules were provided to you regardir.g completion of SEP topics as follows:

Tornado April 10 Seismic April 30 Pipe Breaks April 30 Load Combinations May 31 The dates given to you were taken from our internal schedule milestone system as the dates when the Safety Evaluation inputs would be provided to the Project Manager.

The correct dates for final issuance to Yankee should have been reported as a month later than the above dates. Of these four topics, the tornado evaluation has been completed and issued (May 13, 1987). The load combination review was initially dele.yed because of our contract difficulties, but is now well underway with no remaining information requests outstanding.

For the remaining two issues, our completion dates were predicated on receiving satisfactory responses to our questions by mid-April without the need for follow-up submittals. In actuality, complete and satisfactory responses were just received on June 8, 1987.

I am committing staff resources to support issuance of all three of these topic evaluations to you by July 17, 1987, that is, six weeks from now.

Tribble 2- June 12,1987 With respect to your concern over the reassignment of the NRC Project Manager, Ms. Eileen McKenna, we have taken steps to replace her with an experienced Project Manager. Mr. Mort Fairtile, who has served at one time as backup Project Manager for Yankee Rowe, will receive responsibility for Yankee Rowe toward the end of June. This scheduled date will permit ample time for project turnover, and will allow Ms. McKenna to remain through the projected end of the current outage.
