Dear Mr. Sniezak:

In response to my conversation with Harold Denton in early April, you made the following commitments regarding Safety Evaluation l Reports under the Systematic Evaluation Program:

Tornado - April 10 Seismic - April 30 Pipe Breaks - April 30 ,

Load Combinations - May 31 )

The tornado report was just received (May 14). The other reports are not yet done, and we do not know when they will be completed.

It is my understanding that the person responsible for the load combination report (Mr. Chen) has been taken off this work, I and that it has been given to Mr. Chang, who is also responsible for the seismic report. This will delay.the seismic report still ,

further. Mr. Chen was also responsible for pipe breaks inside containment, '

and I don't know where that presently stands.

We are dismayed by this continued slippage. SEP has been dragging on for 10 years now. We have received repeated promises on completion, but the work continues to slip. We thought we could rely on the schedule that you gave us in April, but the slippage continues.

I was not aware that Mr. Chen had been taken off the load combination work, when I wrote to Dr. Murley on May 12. If we also lose our NRR Project Manager before SEP is completed, this will delay matters even further.

Will you please see what you can do to get the seismic SER done promptly, and the reports on load combinations, and pipe breaks done as soon as possible thereafter, and certainly no later than June.

I recognize that we all have more work than we can handle.

However, 10 years is too long to let a program drag, particularly when this is delaying plant improvements.
