RESPONSE TO GENERIC LETTER 86-02, TECHNICAL RESOLUTION OF GENERIC ISSUE B-19, THERMAL HYDRAULIC STABILITY Nuclear Regulatory Commission Generic Letter 86-02, dated January 23, 1986, on thermal hydraulic stability in boiling water reactors provided Consumers Power Company the NRC's technical resolution of this generic issue. The Generic Letter did not require a response, however, the Big Rock Point Project Manager requested that a response be provided. This submittal provides the requested response.
Control rod oscillation and transient pressure tests have been conducted for Big Rock Point as a means of determining the stability of the Big Rock Point core (GEAP-4448, July 1966). The results of these tests, which concluded that the core was stable, were reanalyzed to verify that Big Rock Point falls within the acceptable thermal hydraulic stability margin specified in Generic Letter 86-02 (ie, a decay ratio of less than or equal to 0.75).
The reanalysis indicates that Big Rock Point is well within this margin. The least stable condition encountered results in a decay ratio of 0.46.
