Dear Mr. Wilgus:

We are reviewing your requests of June 18 and July 23, 1986, concerning the changes to the Technical Specifications of Crystal River Unit 3 which would raise the reactor high pressure setpoint from 2300 psig to 2355 psig and add anticipatory reactor trips on turbine trip and trip of both main feedwater pumps. We request that you confirm our understanding that the Chapter 14 FSAR accident analyses are based upon a reactor high pressure trip setpoint of 2355 psig, and that these analyses are not based on the use of the Anticipatory Reactor Trips (ART).

We also request that you confirm our understanding that the higher setpoint for reactor trip on high pressure in combination with the ART on turbine trip threshold of 45% of full power will not increase challenges to the Main Steam Safety Valves (MSSVs), as compared with initial plant design (i.e., 2355 psig and no ART).
