Gentlemen:

Subject: Inspection Report 50-309/87-08

A radiological controls inspection was conducted at the Maine Yankee Atomic

Power Station by Mr. R. L. Nimitz of this office on April 27-30'and May 8-13,

1987. The findings of the inspection were discussed with Mr. J. Garrity and

other members of your staff. During the period April 27-30, 1987 we reviewed

your routine radiological controls for the outage. During the period May 8-13,

1987, we reviewed the circumstances, your evaluations and corrective actions

following the discovery of a 1000 R/hr loose object in the Containment

Building. We also reviewed several worker concerns brought to the attention of

this office.

There were five apparent violations identified in the areas of high radiation

area posting and access control, adherence to radiation protection procedures,

instructions to workers and surveys to identify the origin of the 1000 R/hr

object.

We also identified programmatic weaknesses in the areas of airborne radioactivi-

ty sampling and analysis, personnel contamination' control, exposure evaluations

and effluent monitoring. The apparent violations and programmatic weaknesses

are discussed in the enclosed inspection report.

As a result of these findings, we have scheduled an Enforcemen't Conference with

you to discuss them. At this conference, you should be prepared to discuss the-

findings and your plans for improving your radiological controls program in

the areas of oversight and control of radiological work activities.

This conference has been scheduled for June 8,1987.

No response-to this letter is required.
