Combined Inspection Nos. 50-317/86-14 and 50-318/86-14

This refers to the routine safety inspection of your annual emergency pre-

',

paredness exercise and remedial drill conducted by Mr. J. Hawxhurst of this

office and other NRC and NRC contractor personnel on September 8-10, 1986 and

October 14-17, 1986, respectively, at the Calvert Cliffs Nuclear Power Plant

and to the discussions of our findings with you and your staff at the conclu-

sion of the inspection.

Areas examined during this inspection included followup of findings identified

during previous emergency preparedness inspections, your September 1986 emer-

gency exercise and October 1986 remedial drill.

Findings are documented in the

NRC Region I Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations made by

the emergency exercise team members.

As previously discussed with you and noted in our Confirmatory Action Letter

dated October 1, 1986, we have a concern regarding deficiencies

in your performance which resulted in protective action recommendations which

were inappropriate. The factors contributing to this are identified in the

enclosed inspection report. The Confirmatory Action Letter detailed your

proposed corrective actions including a remedial drill to demonstrate

acceptable performance. The subsequent remedial drill held October 16, 1986

demonstrated acceptable performance in the deficient areas.
