INTERGRANULAR STRESS CORR 0SION CRACKING - INSPECTION AND REPAIRS; BRUNSWICK STEAM ELECTRIC PLANT, UNIT 1 By letter dated October 31, 1986, you submitted your plans for the intergranular stress corrosion cracking (IGSCC) inspection program to be performed during the Brunswick Unit 1 Reload 5 outage that began February 14, 1987. The NRC staff reviewed the inspection program description and informed you by letter dated March 4, 1987 that the proposed program meets the guidelines of Generic Letter 84-11 and is acceptable. The inspection program was subsequently implemented, and by letter dated May 19, 1987, you provided a discussion of the IGSCC-related activities that were performed during the outage. In addition, this letter provided a justification for continued operation of Unit 1 until the next refueling outage, presently scheduled to begin in November 1988. The IGSCC-related activities performed during the Reload 5 outage included weld repair upgrades of existing weld overlays, repairs of additional welds and weld examinations. A supplemental submittal, dated May 22, 1987, provided the weld overlay repair design report.

Based on the staff's review of the information provided in the May 19 and May 22, 1987 submittals, we find that the improvements, inspection and repairs performed during the Reload 5 outage meet the guidelines in Generic letter 84-11 and are acceptable. We conclude that Brunswick Unit 1 can be safely returned to operation for at least one additional fuel cycle, because the integrity of the reactor coolant piping pressure boundary would be maintained. Our detailed Safety Evaluation, which provides the basis for this conclusion, will be transmitted under separate cover.
