Description of the Problem After setting all critical latching dimensions on the Main Steam Isolation Valve (MSIV) 2 MSS *HYV78, the valve failed to unlatch and 4
close within the 3 to 5 seconds required by design.
The matter is still under investigation, and'a final report will be submitted by October 20, 1986.
