Box 4 Shippingport, PA 15077 Dear Mr. Carey: SUBJECT: BEAVER VALLEY POWER STATION UNIT N0. 2 (BV-2) ENGINEERING ASSURANCE (EA) PROGRAM INSPECTION REPORT 50-412/86-23 This letter conveys the results of the inspection of the Duquesne Light Company , (DLC) Technical Audits (Ref. Audit No. 50, Hazard Analysis Program dated April 7, 1986: Audit No. 44, Fuel Pool Cooling and Cleanup System plus portions of the Fuel Building; dated February 21, 1984, and DLC's design bases Endorsement Program dated July 20, 1984). The inspection was conducted by the NRC's Office of Inspection and Enforcement and consultants. The inspection took place at the offices of Stone and Webster Engineering Corporation (SWEC), Boston, Massachusetts, from July 28, 1986 to July 30, 1986, and at~the BV-2 site, Shippingport, Pennsylvania, from August 4, 1986 to August 5, 1986. For each technical discipline the NRC inspector assessed whether the audit had been conducted in accordance with the approved review plan and supporting pro- cedures and whether the audit was being conducted in sufficient technical depth and detail to be an acceptable mechanism for providing additional assurance that the design of BV-2 complies with all licensing commitments and regulatory requirements. The NRC team finds that Technical Audit Nos. 44 and 50 are conducted in s technical depth to achieve program objectives. The team also finds that the DLC's Design Bases Endorsement Program is a detailed and thorough confirmation of the incorporation of FSAR commitments, regulatory requirements and other design documents into project criteria.
