'TO-CREATE A TOOL TO ASSIST OPPD ENGINEERS IN THE PREPARATION OF DESIGN PACKAGES -AND SAFETY EVALUATIONS, THEREBY INDIRECTLY IMPROVING THE-TIMELINESS AND EFFICIENCY OF THE DESIGN CHANGE PROCESS.
TO ENHANCE QUALITY AND COMPLETENESS OF DOCUMENTATION INCLUDED IN THE SAFETY EVALUATIONS AND DESIGN PACKAGES.

DESIGN BASIS THE DESIGN BASIS OF FORT CALHOUN IS THAT INFORMATION WHICH IDENTIFIES:
1)
THE SPECIFIC FUNCTIONS TO BE -PERFORMED BY THE STRUCTURES, SYSTEMS AND COMPONENTS; AND
- 2) THE SPECIFIC VALUES OR RANGES OF VALUES CHOSEN FOR CONTROLLING PARAMETERS AS REFERENCED B0UNDS FOR DESIGN. THESE VALUES MAY BE:

USAR IN CONJUNCTION WITH ANY PENDING CPANGES TECHNICAL SPECIFICATIONS INCLUDING BASIS SECTION SER'S REFERENCED IN THE TECHNICAL SPECIFICATIONS DESIGN DRAWINGS ADDITIONALLY, IF THE CALCULATIONS OR ACTUAL DESIGN REQUIREMENTS ARE NOT AVAIL-ABLE IN TI:E AB0VE LIS1ED 00LUMENTS, THE DESIGN CHANGES SHALL BE BASED ON THE ASSUMPTION THAT NO DESIGN MARGINS EXIST UNLESS JUSTIFIED OTHERWISE BASED ON CONSERVATIVE ASSUMPTIONS AND/0R ACTUAL FIELD VERIFICATION. PLANT LEVEL DOCUMENTS Plant level documents are produced to record criteria, methods and analyses which can be treated most efficiently and conveniently in common documents.
The information in plant level documents lends itself to common treatment because it either:
- 1) Deals with the results of analyses of events which impact the integrity or function of multiple systems and/or structures or
- 2) Deals with criteria and/or methods which are generally appli-cable to many systems and/or structures The convenience and efficiency is realized by use of a single source for each of certain types of information.
This source can be used as a reference for system and component level information presented in design basis docu-ments (DBD) thereby reducing the amount of complex and repetitive detail which is put into the DBD.
In addition, treating common information in common documents tends to promote consistency in its use.
Most plants have developed some plant level documents, however, the extent to which they have been pursued and the titles and scope of such documents is highly variable. A list of plant level documents which might be prepared as an adjunct to the system / structure design basis documents is attached for illustration purposes.
At any given utility the existing plant level docu-ments may be dif ferent in number, scope and title.
UNITED intends to make full use of existing documents, modifying and supplementing them when that seems to be useful.
