Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 This letter responds to the requirement of 10 CFR 73.55, as amended, published in the August 4,1986 edition of the Federal Reaister (51 FR 27821).
The requirement specifies in part that "By December 2, 1986, each licensee, as appropriate, shall submit proposed amendments to it security plan which defines how the amended requirement of paragraphs (a).(d)(2), (d)(7),
(d)(9) and (e)(1) will be met."
The approved Physical Security Plan San Onofre Nuclear Generating Station Units 1, 2 and 3 has been reviewed by SCE and has been determined to define how the amended requirements of 10 CFR 73.55 will be met. A summary of the textual requirements of the plan, addressing each amended requirement, is furnished below:

Requires that the door number, name, card-key badge number, time and date, and reason i

Vital Area be recorded and maintained for at least one year.

Requires Vital Area access lists be updated at least every 31 days by the cognizant approving authority responsible for revalidating or terminating I
the employee's unescorted access.

Specifies that the SONGS Vital Area access authorization system is designed to limit access to individuals who require entry to particular areas to perform their job related duties. and need for access established by a designated approving authority or by NRC.

Suspension of Safeguard Measures 1.
Section 5.3 " Emergency Access" (page 5-14).
Delegates plant operation management personnel (at a minimum, a licensed senior operator) the explicit authority to suspend any security measure described in the approved plan as necessary to facilitate the response to emergency conditions under the regulatory authority in 10 CFR 50.54(x).

Stipulates that emergency card keys may be issued to authorized personnel to facilitate emergency access described in Section 5.3 of the plan (Section B.1).

These requiren.ents were incorporated into Revision 108 to the plan for NRC 10 CFR 50.54(p) review.
Revision 10B was approved by the NRC on November 12, 1986.

The amended requirements for final personnel searches at protected area / entry portals, specified in the NRC approved rule change to 10 CFR 73.55 paragraph (d)(1), " Access requirements," were incorporated into Revision 11 to the plan for NRC 10 CFR 50.54(p) review.
Revision 11 was approved by the NRC on November 13, 1986.

Accordingly, all the requirements in this August 4, 1986 Miscellaneous Amendments Final Rule have been incorporated into the San Onofre Physical Security Plan and are in force.
