FORT CALHOUN STATION, UNIT NO. 1 DOCKET NO.- 50-285 INTRODUCTION:

By letter dated September 26, 1986, Omaha Public Power District (OP'PD) requested several changes to the Administrative Controls Section of the Technical Specifications for the Fort Calhoun Station, Unit No. 1. The proposed changes incorporate recent organizational and job title changes.

EVALUATION:

A. Title Changes

1. The title "Vice President" for Nuclear Production, Production Operations, Fuels, and Quality Assurance and Regulatory Affairs, has been changed to " Senior Vice President" for Nuclear Production, Production Operations, Fuels, and, Quality Assurance and Regulatory Affairs. 's i s
2. The title " Manager-Administrative Services" has been changed to

" Manager-Administrative and Training Services."

3. The title " Division Manager for Electric Operations" has ueen changed to " Division Manager for General Services." This posictor, and the Division Manager Engineering now report to a Vice President rather than a Senior Vice President.

B. Reassignment of Responsibility The position of Supervisor-Training that reported to the Manager Fort Calhoun Station now reports to the OPPD Suppcrt 9taff Manager-Administrative and Training Services.

C. New Positions Added

1. The positions of Suparvisor-Administrative Services and Supervisor-Security hcve been created. They both report to the Supervisor-Administrative Services and Security.

2. The position of Supervisor-Outage Services has been created.

This position reports to the Manager-Fort Calhoun Station.

The staff has reviewed the requested changes and finds them acceptable as they meet the acceptance criteria of Section 13.1 of NUREG-0800, the Standard Review Plan.

ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or adminsitrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR S51.22(c)(9). Pursuant' to 10 CFR SSI.22(b), no environmental impact statement or environmental assessment need be prepared in connection with t,h .,t.issuance of the amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
