Dear Mr. Rouse:
Pursuant to 10 CFR 670.34, and for the reasons set forth in its January 23, 1987 letter to W.T. Crow, Advanced Nuclear Fuels Corporation (ANF) herewith submits an application, in the form of certain revised pages, for an amendment to the above referenced special nuclear material license.
The amendment seeks to revise Appendix 11 of the license to reflect the recent acquisition of ANF (formerly Exxon Nuclear Company, Inc.) by Siemens Capital Corporation (Siemens), a U.S. affiliate of Siemens AG.
The amendment application includes a letter from Siemens assuring that ANF will have available to it the resources necessary to satisfy its decontamination and decommissioning obligation with respect to the Richland, Washington nuclear fuel f abrication facility. The letter from Siemens is in lieu of, and in substitution for the December 8,1978 letter from Exxon Corporation, the former owner of ANF which is referenced in Appendix 11 of the license, as well as the September 9,1986 letter from Exxon Corporation which is set forth in Appendix A to Chapter 7 of the September 12, 1986 application for the renewal of the license. ANF under-stands that this substitution is acceptable to the NRC, and we would appreciate your written confirmation that our understanding is correct.
In addition to the amendment, please be advised that all former directors and l
principal operating of ficers have remained in office and that Siemens recently elected to the /7 Board of Directors three persons who are citizens of the Se Federal Republic of Germany, and one who is a citizen of Austria.
