SERCD 'Q U M 0F VIOLATION AND NOTICE OF DEVIATION

(NRC INSPECTION REPORT NOS. 50-424/86-59 AND 50-425/86-26)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. P. Kleinsorge on July 7-18, 1986. The inspection included a review of

activities authorized for your Vogtle facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection cor.;i:;ted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities appeared to violate NRC

requirements and other activities appeared to deviate from coninitments to the

i NRC. The violations and deviations, with pertinent references and elements to be

included in your response, are described in the enclosed Notices.

l In addition to the need for corrective action regarding the specific matters

identified in the enclosed Notices, we are concerned about the implementation of

your Quality Assurance Program that permitted this situation to develop and by

the fact that these items were not identified by your Readiness Review Program.

Consequently, your response should describe those particular actions taken or

planned to improve the effectiveness of your programs.

Your attention is invited to unresolved items identified in the inspection

report. These matters'will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

l wi'l be placed in the NRC Public Document Room.
