ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR-108 During the Nuclear Regulatory Commission (NRC) inspection conducted on July 7-18, 1986, a violation of NRC requirements was identified. The viciation involved failure to procure Heating, Ventilating, and Air Conditioning (HVAC) systems that were fabricated, installed and inspected in accordance with applicable procedures and drawings. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50 Appendix 8, Criterion IV as implemented by Section 17.1.7 of the FSAR requires that measures be established to assure that purchased materi-als, equipment and services conform to procurement documents. 10 CFR 50 Appendix B, Criterion V as implemented by Section 17.1.5 of the FSAR requires that activities affecting quality be accomplished in accordance with proce-dures and drawings. Bechtel Power Corporation (BPC) Specification No.

X4AJ01, Revision 18, "HVAC Equipment Installation and Duct Fabrication and Installation for the Georgia Power Company Alvin W. Vogtle Nuclear Power Plant, Burke County, Georgia", the purchase specification for the heating, ventilating and air conditioning (HVAC) systems, Section H-9.2.3.3 requires that activities affecting quality performed by Pullman /Kenith-Fortson, (P/K-F) be accomplished in accordance with procedures and drawings. P/K-F Procedure JP-14.2, Revision 3A, ICN #150 "HVAC Process Control Program" and BPC drawings No. AX4AJ07-360-4, AX2D67W016 Revision 9, AX2D9W109 Revision 10,1X4DJ31332 Revision 14 and 4AX4J07-490-4 have been identified as applicable procedures for the fabrication, installation and inspection of the HVAC systems.

Contrary to the above, adequate measures had not been established to assure that purchased materials, equipment, and services (HVAC systems) conformed to purchase documents in that the fabrication, installation and inspection of the HVAC systems were not accomplished in accordance with drawings and procedures as evidenced by the following examples noted by the inspectors:

- Flexible duct Section A-2542 does not have a permanently attached identification tag Pressure transmitter PDT-2524A is not located in accordance with applicable drawings This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby I

required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further l

violations, and (5) the date when full compliance will be achieved. Where good l cause is shown, consideration will be given to extending the response time.
