The enclosures provide information on the status of activities performed under the Independent Design Verification Program (IDVP) for Diablo Canyon Unit 1 by the participating organizations and under the Internal Technical Program (ITP) by PG&E. The information is relevant to the safety issue on the design adequacy of Diablo Canyon Unit 1.
This is the subject of Conniasion Order CLI-81-30 which is the basis for the IDVP.

1 8.0 EVALUATION OF DESIGN ANALYSIS SPECTRA 3
8.1 INTERPRETATION RLCA identified the following concerns after comparing the verification and design analysis input spectra, comparing the Hosgri design bases to the latest URS/Blume building reports, and reviewing the PGandE Open Items (See Appendix D).
o The Hosgri report omits certain impor. tant portions of the current Hosgri design
/
bases (spectra) In addition, spectra were not controlled, Spectra are'not available for certain plant o
areas (eg. pipeway and containment interior above elevation 140 feet).
o Preliminary and incorrect spectra were used in the design of piping, equipment and components.
O 8.2 RecoMMEnnATIONS To address these concerns, the Interim Technical Report Number 1, " Additional Verification 4
and Additional Sampling, Revision 0",
contained g
four recommendations:
o Assemble the correct URS/Blume Hosgri spectra; o
Assign unique numbers to all spectra g
rigures; o
Control these design spectra and any revisions thereto; and o
Review spectra used for all Hosgri 3
qualifications against the design spectra.
RLCA will verify the DCP implementation of these recommendations.

t 9.0 EVALUATION OF DCP CORRECTIVE ACTION I'n response to the recommendation listed in Section 8.2, PGandE has issued a Design Criteria Memorandum C-17 (DCU C-17) "Hosgri Response Spectra, Revision 3."
While several RLCA review comments remain unresolved, the following aspects of DCU C-17 have been: verified:
o The DCM was issued in a controlled manner.
RLCA verified the control of the revisions by inspection of the receipt card log'in the PGandE offices.
o The DCM includes the current Hosgri spectra.
o Response spectra _have now been defined for certain areas of the plant for which spectra were not previously available, as of November 1981.
This includes: the pipeway, containment structure above elevation 140 feet, intake structure at the upper support point for the auxiliary saltwater pump, and turbine building above elevation 140 feet.
The concerns raised in files 1093, 1097 and 1103

10.0 CONCLUSION
OF DESIGN ANALYSIS HOSGRI SPECTRA RLCA has determined the current Hosgri design bases and reviewed seismic inputs into a sample of design analyses.
Three concerns have been identified as a result of this review and recommendations made to address
'd these concerns.
In response to these_ recommendations, the DCP has issued a controlled set of design spectra which partially addresses these concerns.
All concerns noted as a result of this review will be addressed by the DCP and verified by the IDVP.

PROGRAM MANAGER'S ASSESSMENT As IDVP Program Manager, Teledyne Engineering Services (TES), has reviewed the work performed by RLCA in the verification review of. the Hosgri seismic ' inputs that were used in the qualification process of

OCNPP.
It is TES judgment that the RLCA review was comprehensive and sufficiently detailed to identify the significant concerns in the Hosgri input qualification process.
Each of the forty-four (44) error,and open item (E0I) reports listed in this ITR has been thoroughly reviewed by TES and for. the majority, has been resolved and issued as an IDVP program resolution report.
In our disposition of these E0I files, TES-r has had numerous meetings and discussions with RLCA and has reviewed much of the documentation that formed the basis of each E0I and its recomended disposition.

Based on this review and evaluation process to date, TES :has concurred with the RLCA identification of the significant concerns, their recomendations to address those concerns, the adequacy of the DCP corrective action taken to date, and the RLCA program for the remaining verification of corrective action related to the Hosgri-input aspects of the IDVP program.
