COMMISSION INFORMATION REQUEST ON DIABLO CANYON The following is provided in response to your request for information in your memorandum of September 20, 1983.

1. "Information on the extent of sampling in Region V's inspection program with respect to construction activities".

During 1982 the Region V inspection st.lff examined 70% to 90% of modifications being made to Diablo Canyon as a result of the Independent Design Verification Program (IDVP) and the Internal Technical Program (ITP). These construction inspections dealt primarily with pipe supports, raceway supports, and structural steel connections. In 1983 the scope and number of modifications being made by the licensee expanded significantly. As a result, the construction inspection effort was increased; first, by assigning additional inspectors to conduct construction inspections at Diablo Canyon and second, by contracting with Lawrence Livermore National Laboratory to obtain additional resources. It is estimated that approximately 5% of the licensee's construction activities conducted during 1983 have been examined by either NRC or NRC contract personnel. These construction inspections have been, and will continue to be

documented in Region V inspection reports.

The staff issued SSER 19 on October 14, 1983. SSER 19 closes out those Open Items that must be resolved prior to commencement of fuel load operations. The staff is continuing its review and evaluation of information provided by PG&E and the IDVP on all open items and wil1 issue an additional supplement (or supplements) prior to achieving initial criticality / conducting low power testing and prior to full power authorization.SSER 19 also constitutes the staff monthly report for October 1983.
