Subject:

Catawba Nuclear Station, Unit 2 Docket No. 50-414 Second Update to Startup Report Gentlemen:

In accordance with Section 6.9.1.3 of the Catawba Nuclear Station Technical Specifications, please find attached the second quarterly update to the Unit 2 Startup Report. As indicated on my February 16, 1987 letter to NRC, some tests are not yet complete. Additional quarterly updates to the Startup Report will be submitted as required by Technical Specifications.

Very truly yours.

1 STARTUP REPORT QUARTERLY UPDATE-CATAWBA UNIT 2 CYCLE 1 March'15,1987 TESTING COMPLETED DURING QUARTER-

- 1.; UNIT'LOSG OF. ELECTRICAL LOAD TEST -LTP/2/A/2650/06

This test was described in Sections 7.6 and 1021 in the Startup Report.-It was performed on 3/23/87. Attached is the report for this-test.

'2. SECONDARY SYSTEMS FUNCTIONAL' TEST - TP/2/B/2650/09 This test was described in Sections 10.2 and 11.2 in the Startup Report. It was completed during the Unit Less of Electrical Load Test. The condanser vacuum was measured and found to be above the revised minimum acceptance criterion of 23.0 IN. HG.

3. POST TRANSIENT PIPING SURVEY - TP/2/A/1200/26 This test was described in Sections 10.3 and 11.6 in the Startup. Report. It was completed following the Unit Loss of Electrical-Load Test. Inspections of the Main Feedwater and Main Steam. Systems were performed and all; acceptance criteria were satisfied.

STATUS OF TESTING NOT COMPLETE

1. STEADY STATE PIPING SYSTEMS OPERATIONAL VIBRATION MEASUREMENT - TP/2/A/1200/21 This test was described in Sections-10.5 and 11.5 in the Startup Report. It is complete except for retesting of piping associated with the Diesel Generator Fuel Oil and Lube OiT systems. Additional restraints are to be installed.
2. WASTE GAS EFFLUENT RADIATION MOMITORING TEST -

TP/0/B/2600/15A This test was described in Sections 9.3 and 10.6 in the Startup Report. This test has not been performed. It requires completion of modifications to the Waste Gas system. This is to be done during the summer of 1987.

e

--y, 77;6~ UNIT LOSS OF ELECTRICAL LOAD TEST - TP/2/A/2650/06 Date(s) Performed:

3/23/87 I.

PURPOSE The objectives of this test were:

A.

To demonstrate the ability of the unit to sustain a-total loss of electrical load without exceeding turbine design overspeed. conditions.

B..

^To evaluate the response of control systems during the transient to determine if any changes are required to improve response..

C.

To demonstrate proper steam dump control ~ system operation.

D.

To demonstrate the adequacy of.AP/2/A/5500/02, Turbine Generator Trip.

i:

II.

METHOD The unit was initially stable at 100%_RTP and'll80 MWe turbine load when both Main Generator breakers 2A and 2B were opened.

This caused a loss of electrical load'on the turbine and a full load rejection response by the unit.

i Data was gathered during.the transient via the OAC Transient Monitor, Events Recorder and Alarm Summary

[

programs.

III. RESULTS Excessively low' turbine ETS pressure occurred during the transient.

This allowed the four stop valves to close and L.

generated an apparent turbine trip signal. Reactor and j

turbine trip resulted approximately four seconds after the transient.was initiated. Maximum measured turbine speed was 1881 RPM (below the 2007~ RPM overspeed trip setpoint). Steam dumps functioned properly and no safety l

injection occurred.- The unit was brought to ss_nle no-load conditions using the appropriate procedures.

E IV.

CORRECTIVE ACTION Turbine is being monitored to identify cause of low ETS pressure.
