ESTABLISHMENT OF ATOMIC SAFETY AND LICErlSING BOARD Pursuant to delegation by the Comission dated December 29, 1972, published in the Federal Register, 37 F.R. 28710 (1972), and Sections 2.105, 2.700, 2.702, 2.714, 2.714a, 2.717 and 2.721 of the Comission's -

Regulations, all as amended, an Atomic Safety and Licensing Board is being established in the following proceeding to rule on petitions for leave to intervene and/or requests for hearing and to preside over the proceeding in- the event that a hearing is ordered.

FLORIDA POWER AND LIGHT COMPANY, E A1 St. Lucie Plant, Unit No. 2 Facility Operating License fo. NPR-16 This Board is being established pursuant to a notice published by the Comission on October 20, 1986, in the Federal Register (51 F.R.

37242-45) entitled, " Consideration of Issuance of Amendment to Facility Operating License and Proposed no Significant Hazards Consideration Determination and Opportunity for Hearing." The amendment would pemit the licensee to transfer Unit No.1 spent fuel from the Unit No. I spent fuel pool to the Unit No. 2 spent fuel pool.
