HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING NOVEMBER 14, 1986 North Anna Power Station Units No. I and No. 2 (NA-1&2)

An exemption for NA-182 was issued on November 6, 1986, regarding VEPCO's original request for thirty-four (34) exemptions from Appendix R,10 CFR Part 50.

VEPCO's original request is hereby complete as follows:

twelve (12) exemptions have been granted, three (3) exemptions have been detemined to not be needed, nine (9) exemptions have been found to be equivalent to the guidelines of Section D.1 (j) of Appendix R, BTP APCSB 9.5.1, and therefore acceptable and ten (10) exemptions have previously been with-drawn by VEPCO.

Meetino with GAO Investicators -

On November 12, 1986, Division of Waste Management staff members met with GAO staff representatives investigating DOE's Site Characterization Program for the high-level waste repository. The investigation by GAO is being conducted in response to a request by Representative Markey. The discussions centered primarily on general information regarding NRC's role in the site characterization stage of the national program and NRC's concerns raised in review of DOE's Project Decision Schedule.

The investigators plan to visit the DOE project offices at the three first-round candidate sites and plan to meet with the NRC on-site licensing representatives during these visits.

Mixed Waste John Davis, Director, NMSS, is scheduled to meet with Dr. Win Porter (EPA) on Ncvember 21 to review the progress of ongoing NRC/ EPA interactions on mixed waste. Discussions will be focused on definition of mixed waste, siting criteria and location standards for new facility development, RCRA permitting of existing facilities, and incineration as a viable option for mixed waste management.

Allied Chemical Company On November 3-7, 1986, representatives of the Office of Nuclear Material Safety and Safeguards (NMSS), Region II, and the Illinois Department of Nuclear Safety conducted an announced team inspection at the Allied Chemical Company facility in Metropolis, Illinois.

The inspection focused on completion of open items identified in previous inspections.

Comparison of actions taken at Allied with those taken at Sequoyah Fuels, and Allied p

responses to the Lessons Learned Recommendations.

On Friday, November 7, a close-out meeting with Allied management was conducted to discuss the findings of the inspection team. The results of the inspection will be documented in Inspection Report No. 40-3392/86005.

OFFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending November 14, 1986 Byron Station, Unit 2 On November 6,1986 the staff issued an Operating License authorizing the Commonwealth Edison Company to load fuel and conduct low power testing up to five percent of full power for Byron Station, Unit 2.

The station is located in Rockvale Township, Ogle County, Illinois, about 17 miles southwest of Rockford. Units 1 and 2 of the Byron Station use pressurized water reactors and, at full power, each has an electrical output capacity of 1120 megawatts.

Commission approval is required to exceed 5% power.

Initial criticality is projected for the end of December 1986.

North Anna Power Station, Units No. I and No. 2 (NA-182)

NRC TMI-2 CLEANUP PROJECT DIRECTORATE WEEKLY STATUS REPORT FOR NOVEMRER 10 - 16, 1986 1.

DEFilELING Drilling of the hard crust at the top of the remaining core material was completed on November 14, 1986. A total of 425 holes were drilled.

After completion of drilling the drill rig was removed and the shielded work platforn was reconfigured to support fuel removal activities.

ENVIRONMENTAL M0MITORING US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and The City of Lancaster Agreement.

The Lancaster water sample taken at the water works river intake and analyzed by EPA consisted of a seven day composite sample taken October 26 - November 1,1986. A gamma scan detected no reactor related activity.

TMI water samples taken by EPA at the plant discharge (includes Units 1 and 2) to the river consisted of seven daily composite samples taken from October 25 - November 1, 1986. A gamma scan detected no reactor related activity.

The EPA analyses of the NRC outdoor air sample for the period November 6 - 13, 1986 showed that concentrations of Cs-137 and I-131 were below the lower limit of quantitative detection (LLD) for the system. The LLD varies around a value of IE-13 uCi/cc.

AUXILIARY AND FUEL HANDLIUG BUILDING ACTIVITIES Decontamination of the seal injection cubicles continues.

Reclamation of Defueling Water Cleanup System (DWCS) filters continues.

Fuel handling building ventilation system modifications are in progress.

Pre-cperational tests of the DWCS and Sediment Transfer systems are in progress.

Fuel canister preparation for shipment is in progress.

Preparations and initial data collection are in progress for a gross flush of the reactor building basement.

MEETINGS On November 14, 1986, Dr. Travers and John Thomas of the TMICPD gave two I hour presentations on the status of the TMI Cleanup. The briefings were conducted at NRC headquarters in Bethesda, MD and were open to any interested members of the NRC staff.

The next meeting of the Advisory Panel is tentatively scheduled for December 10, 1986. Exact time and location of the meeting will be announced in the future.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending November 14, 1986 Low-Level Waste Briefing for National Conference of State Legislatures (NCSL)

Committee The Science, Technology and Resources Planning Committee of the Assembly on the Legislature, National Conference of State Legislatures (NCSL), included a briefing on low-level wastes in its tour of the Barnwell, South Carolina commercial site operated by Chem-Nuclear and DOE's Savannah River Plant.

Waste Management staff discussed 10 CFR Part 61 and NRC's follow-up activities on alternative disposal technologies.

The Committee bus tour on November 7, 1986 was part of the NCSL's meeting in Charleston, South Carolina.

About 40 State legislators and various legislative and NCSL staff participated.

They reflected diverse views and interests.

No major new issues or concerns were raised.

Meeting with GAO Investigators On November 12, 1986, Division of Waste Management staff members met with GA0 staff representatives investigating DOE's Site Characterization Program for the high-level waste repository.

Update of NUREG/CR-1620 The statement of work for a study to update NUREG/CR-1620 " Survey of Current State Radiological ~.nergency Response Capabilities for Transportation Related Incidents" has be i provided to the Federal Emergency Management Agency (FEMA),

the Department of Transportation (DOT), and several NRC offices for review and comment.

FEMA / DOT concurred with the Division of Fuel Cycle's (FC) intent to update NUREG/CR-1620.

However, they expressed concern regarding the implementation of the project and suggested alternatives to the proposed plan. The comments of the Office of Inspection and Enforcement (IE) and the Office of State Programs (SP), and the alternatives suggested by FEMA / DOT are being considered for incorporation into the final statement of work.

Upon completion, the statement of work will be forwarded to the Division of Contracts for review.

Babcock & Wilcox, Naval Nuclear Fuel Division During the week of November 2-7, 1986, a member of the Division of Fuel Cycle and Material Safety staff participated with representatives of Region II, Inspection and Enforcement, and Martin Marietta Corporation (DOE) in an operational safety team assessment of the Babcock & Wilcox, Naval Nuclear Fuel Division, in Lynchburg, Virginia.

The assessment was made in relation to emergency contingency planning, management controls, nuclear criticality safety, radiation protectinn, chemical process system safety, fire protection, and operations engineering.

A Notice of Violation and Proposed Imposition of Civil Penalty was issued to Duke Power Company (Catawba) in the amount of $50,000.

This action was based on violations of requirements associated with the June 26, 1986 depressurization event during a loss of control room test.

Week Ending November 14, 1986 i

20/3D Through INEL and ORNL, NRC/RES provided advanced two-phase flow instruments to the Germany Upper Plenum Test Facility (UPTF) in return for the test data.

Some of these instruments have degraded or in some cases failed during the facility shakedown tests and the subsequent main tests performed over the past 12 months. In addition to these instrumentation problems, the Germans have experienced some facility problems not related to the US instrumentation, such i

as a leakage in the test vessel and an unsatisfactory performance of large, J

quick-opening values.

In order to correct these facility and instrumentation problems, the Germans are planning to shut down the facility in January-February 1987. During the project coordination meeting which was held on October 21-24, 1986, at MPR Associates, Inc., Washington, DC,' the U. S.

activities for the upcoming UPTF outage period were discussed and agreed upon.

i Detailed plans will be sent to FRG by the end of November 1986. RES is providing the maximum support to the UPTF within available~ funding limits. As part of the concerted effort RES personnel will visit INEL during the week of November 17, 1986 to assure that everything which should be done to refurbish US instrumentation during the planned outage period is being done expedi-i i

tiously.

In particular, current US plans are to replace 23 damaged drag-disc paddles, supply 19 new drag-body transducer assemblies with associated AC i

electronics (for all drag-bodies), improve the signal of the fluid distribution grid elements and adjust the nose-cones on 36 turbine meters to prevent separation.

4 International Code Assessment and Applications Program (ICAP) i.

The second management group meeting of the ICAP program was held at the Hyatt Regency Hotel, Bethesda, Maryland on November 3-5, 1986. Twenty two foreign j

scientists / engineers representing fourteen European and Asian countries as well as thirty national laboratory personnel, NRC staff members and U. S. industry i

representatives were present at the meeting.

i The purpose of the ICAP program is to provide an independent assessment of i

NPsC's thermal hydraulic computer codes developed for analysis of postulated i

reactor transients and breaks. The assessment results will be used by the staff to quantify code uncertainty of predictions of reactor safety analyses.

The ultimate goal of the ICAP is to determine the accuracy of the codes used i

for transient and loss of coolant accident analyses for full scaled nuclear power plants.

2 The NRC is obtaining assessment results through bilateral agreements with a number of European and Asian countries and organizations. Currently, RES has bilateral agreements with Belgium, Finland, France, F. R. Germany, Italy, Korea, Netherlands, Spain, Sweden, Switzerland, United Kingdom and the Coordination Council for North American Affairs and the American Institute in Taiwan.

Four proposed agreements are under negotiation with Austria, Ispra, Japan and Yugoslavia.

Dr. D. Ross, Deputy Director, RES opened the 3-day meeting by reviewing its purpose, important issues to be addressed, major program milestones completed, work planned for FY 1987, as well as significant ICAP findings. Dr. Ross reviewed several significant code deficiencies reported by the ICAP partici-pants. The elimination of these deficiencies will enhance the scientific and technical basis for regulatory decisions. Dr. B. Sheron of NRR also presented a paper on Regulatory Significance of the ICAP program.

The next ICAP meeting, an ICAP Specialist meeting for discussion of code user experience and exchange of technical information, will be held on January 19-21, 1987 at the Atomic Energy Establishment, Winfrith, Dorset, England.

The following representatives of INPO were in attendances

- Zack T. Pate, President Institute of Nuclear Power Operations (INPO)

- Kenneth A. Strahm, Vice President and Director Training and Education Division INPO and Executive Director National Academy for Nuclear Training Chairman Zech requested that at the next meeting with the Commission INPO should emphasize its plans for the continuum of training and accreditation programs and discuss how INPO's accreditation teams and boards will be functioning in the future.

He also requested that INPO discuss at that future meeting how the training and accreditation programs help improve plant safety and operational performance.

At Commissioner Asselstine's request, INPO promised to provide information to the Commission on the eight training courses that have not been submitted to INPO for review as well as the number of plants that have not yet received accreditation for a single program.

There were no requirements for the staff at this meeting.
