Dear Mr. White:

Subject:

Request for Additional Information - Equipment Qualificatior Under Superheat Conditions At present, the staff is evaluating the Tennessee Valley Authority's (TVA) submittal on equipment qualification under superheat conditions. As a result of this review, the staff has identified several areas where additional information is required.

This information is detailed in the enclosure.

In order for the staff to support the TVA projected Sequoyah restart date, TVA should provide its responses within two weeks of the date of this letter.

It should be noted that this information has been previously identified to your staff.

If TVA cannot meet the requested response date, please notify the staff in writing within one week of the date of this letter.

J Request for Additional Information Relating to Evaluation of Section 6, " Thermal Analysis of Electrical Equipment,"

from the " Main Steam Line Break Environmental Qualification Study for Tennessee Valley Authority Sequoyah Units 1 and 2 Main Steam Valve Vaults," July 1986 The following information is required to allow evaluation of the appropriateness of the selection of the most limiting devices for thermal analysis, verification that the most critical failure mode has been selected with regard to thermal and steam effects, and verification that the thermal evaluation has been performed correctly.

1.

Section 6.1 of the report contains insufficient information to allow evaluation of the selection of an ASCO solenoid valve (SOV) and piece of cable as the two most limiting components in the main steam valve vault under main steam line break (MSLB) conditions. Attachment A to this request contains the basic list of equipment in the Sequoyah i

main steam valve vaults as determined from Appendices A and B of the TVA report. For each device in the list, provide the following l

information:

a.

For each item in Attachment A that does not include the j

manufacturer's name and/or model number, supply the missing

{

information.

I i

b.

For each item on the list, provide a description of the function performed by each piece of equipment and state if the equipment l

provides status indication or logic inputs, or performs control 1

functions.

l j~

and cable as the critical devices for evaluation.

Include the c.

Provide the logical basis for selection of the ASCO solenoid coil basis for detemining that each of the remaining items is less susceptible to the effects of the thermal transients than the ASCO SOV and the cable.

I d.

If a device was excluded from consideration basad upon its function during a line break accident, demonstrate that failure j

of the device will not degrade any safety system or provide j

misleading information to the operators.

l l

e.

Provide the present qualification status for each device on the i

list in Attachment A and provide the peak temperature to which j

the device has been qualified and the duration of the peak

=

temperature.

2.

For the MSIV solenoid valve and the ASCO solenoid valve described in Section 6.1 of the TVA report, provide the application EQIS l

identification numbers. Also, for the ASCO solenoid valve, state if

)

it is energised before and/or during the MSLB event.

I i

3.

Describe any other cable and wiring in the vaults and state the

(

reasons for eliminating them from consideration.

4.

For the solenoid operated valves that were analyzed, provide the justification for eliminating the other organic materials f rom the analysis, especially the organic valve seat materials.

5.

With regard to the models used in the analyses of the SOV coils, provide the basis for converting the cylindrical structure of the solenoid coil to a flat-slab structure.

Provide the basis for 2 slab and the horizontal modeling the MSIV solenoid valve as a 1 ft section of the ASCO solenoid valve as 0.524 ft2 slab and the vertical section as 0.0282-ft2 slab. Explain how the cable-conduit was modeled as a two-sided slab with I f t2 sides.
