Gentlemen:

Subject: Inspection Report No. 50-219/86-24

This refers to the routine safety inspection by Messrs. W. Bateman,

J. Wechselberger and W. Baunack from August 18 - October 5,1986 at the

Oyster Creek Nuclear Generating Station. The inspections consisted of document

reviews, interviews and observations of activities as documented in the enclosed

inspection report. The findings were discussed with you and other members of

your staff at the conclusion of the inspection.

An apparent violation of NRC requirements is cited in Appendix A and categorized

under the General Statement of Policy and Procedure for NRC Enforcement Actions,

10 CFR Part 2, Appendix C (Enforcement Policy 1986). Additionally, a concern

arose during review of Licensee Event Reports regarding an excessive time lapse

between initiation of a safety concern and its resolution. The safety concern

that took approximately 18 months to resolve involved the connection of two

non-seismic pipe lines to Emergency Service Water piping. In your response to

this report, please provide additional information relative to (1) the delay in

reporting and addressing this safety concern and (2) steps you will take to

improve the timeliness of your evaluation process.

We acknowledge receipt of your September 5,1986 response to the Violation cited

in Inspection Report 86-17 and the September 11, 1986 response to the Violations

cited in Inspection Report 86-12. Your corrective actions will be verified in a

future NRC inspection.

Your action to establish twenty-four hour management coverage of the plant during

this report period is considered a positive step toward assuring a satisfactory

conclusion to the outage.

A review of the completion status of commitments you made in your December 5,

1985, response to NRC Systematic Assessment of Licensee Performance (SALP)

Report 85-99 was performed and is documented in this report. In general it

appears you have initiated steps and made progress toward accomplishing your

commitments, although not all of your corrective action schedules were met.
