DOCKET NOS. 50-266 AND 50-301 SUPPLEMENT 1 TO NUREG-0737 AND CONFORMANCE TO REGULATORY GUIDE 1.97 POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 We were recently requested by Mr. Tim Colburn of your staff to provide a status update on completion of NUREG-0737, Supple-ment 1, requirements and our progress in meeting our Regulatory Guide 1.97 instrumentation commitments. As you will recall, in our letter dated January 17, 1985, we requested changes to cer-tain schedular commitments contained in the NRC's July 3, 1984.

Confirmatory Order regarding Wisconsin Electric's commitments on Supplement 1 to NUREG-0737. These= extensions were specifically for Item No. 1, Safety Parameter Display System; Item No. 2, Regulatory Guide 1.97, Implementation for Emergency Response Facilities; and Item No. 5, Emergency Response Facilities. These schedular exemptions were granted in Mr. Thomas M. Novak's letter dated January 6, 1986.

Wisconsin Electric received delivery of the new plant process computer system (PPCS) early in 1986 which allowed for instal-lation during the 1986 refueling outages for each Point Beach unit. As discussed in our past correspondence, the completion of the NUREG-0737, Supplement 1 items was predicated largely upon the installation and operation of the PPCS. Presently the PPCS, including the Safety Assessment System (SAS), the Point Beach equivalent of the SPDS, is essentially in full operation. -Page 2 Detailed Control Room Design Revibw (DCRDR) currently in pro-gress. PPCS displays are installed and operational in both the Technical Support Center and the Emergency Operations Facility.

Accordingly, we believe that the requirements of NUREG-0737, Supplement 1, Item Nos. 1 and 5, have been met.

Mr. Colburn specifically requested that we address the availa-bility of the Regulatory Guide 1.97 parameters. Our letter dated September 1, 1983, and entitled " Implementation of Regulatory Guide 1.97 for Emergency Response Capaollity at Point Beach Nuclear Plant Units 1 and 2," discussed our commitments regarding parameters to be displayed on the SAS/PPCS. With the exception of direct meterological data, all Regulatory Guide 1.97 para-meters are presently available. Please note, however, as dis -

cussed in our letter of November 27, 1985, two instruments still require upgrading:

1. Pressurizer Relief Tank Temperature - In our November 27, 1985 letter, we committed to upgrade our temperature instru-ment to increase the range to 50 to 350 degrees F during the 1987 outages with completion by December 31, 1987. We expect to meet this schedule.
2. Neutron Flux Instrumentation - In ou'r November 27, 1985 letter, we committed to installation of one channel of seismic and environmentally ~ qualified instrumentation dur-ing the 1987 outages with completion by December 31, 1987.

We have installed the instrumentation in a temporary con-figuration in both Units 1 and 2 during their respective 1986 outages. However, qualification will not be complete until procurement and installation of qualified containment pene-trations is finished and the pre-amplifiers moved outside of the containments. We expect to. procure _the penetrations in time for installation and system reconfiguration during the 1987 outages. Therefore, we expect to meet our December 31, 1987, completion date.

Regarding the status of meteorological data, as described in our October 1, 1984 letter, those meteorological data inputs which have been available in the control room on analog strip chart recorders are scheduled to be tied directly_into the PPCS. These tie-ins have not yet been completed. We presently anticipate completing this effort in time to meet the December 1987 deadline for the instrumentation upgrade mentioned previously.

o Document Control Desk January 26, 1987 Page 3 In summary, due to the early SAS/PPCS installation we are ahead of the schedule confirmed in the January 8, 1986 modification of your July 3, 1984 Confirmatory Order. The final elements of these commitments should be finished prior to December 31, 1987.
