Gentlemen:

This refers to the routine safety inspection conducted by Mr. L. J. Hueter

of this office on December 9-12, 1985, of activities at Point Beach authorized

by NRC Operating Licenses No. DPR 24 and DPR 27, and to the discussion of our

findings with Mr. J. Zack and other onsite staff members at the conclusion of

the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

In your letter of February 28, 1985, submitted in response to our Notice of

Violation dated January 11, 1985, you disagreed with our violation of

Technical Specification requirements concerning radiation system monitor

calibrations. After further consideration, we agree that using one point

calibrations for liquid and gaseous effluent monitors did not violate Technical

Specification 15.4.1 requirements, as stated in the Notice of Violation.

1herefore, the violation is rescinded.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
