FITNESS FOR DUTY PROGRAM ASSESSMENT (SEPTEMBER 15-19,1986)
On August 4, 1986, the NRC published in the Federal Register its Policy Statement concerning fitness for duty of nuclear power plant personnel.
The statement embraces the Edison Electric Institute Guide to Effective Drug and Alcohol /Fitagss for Duty Policy Develop,gment which was most recently revised in August 1985. We are aware that Georgia Power Company has implemented a program to assure fitness for duty by its own, as well as contractor employees and that such a nrogram includes chemical testing to discover impairment due to drug and alcoho' tbuse.
- 3M u se-In prior conversations with Mr. D. Foster (Vogtle) and Mr. L. Gucwa (Corporate),
my staff has initiated arrangements for an NRC assessment of your program on September 15-19, 1986.
Enclosed with this letter is a proposed agenda for our visit which identifies the NRC team members involved.
Our staff will coordinate a more defined agenda and the results of our assessment will be officially transmitted to you in an NRC inspection report.
