FITNESS FOR DUTY SI E VISIT AT V0GTLE In accordance with the Connission's polic statement on Fitness for Duty, the NRC staff is scheduled to visit a numb r of power reactor facilities to monitor the industry's initiatives. The e site visits are designed to examine the licensee's implementation of th EEI Guidelines as well as the overall effectiveness of the licensee's fitn ss for duty program. Tom Ryan of your staff has experience and knowledge in this area.
This is to confinn the agreement between Pat Ba anowsky and L. J. Cunningham to have Mr. Ryan participate in the inspection t Vogtle Electric Generating Plant during the week of September 15-19, 1986.

Dick - For your Consideration:
(:PC has taken a pro-active role, within the industry and specifically at the GPC Vogtle plant, in the development of a Fitness for Duty Program.
This is particularly evident when one recognizes GPC's contribution to t'he EEI Guide to Effective Drug and Alcohol / Fitness For Duty Policy Development document.
My overall conclusion, after evaluating the week's inspection activities and recognizing and considering the shortcomings identified and expressed at the exit interview, is that GPC has vigorously developed and implemented a strong Fitness For Duty Policy and implementing program.
The program as implemented makes it abundantly clear that GPC's intent is to create a work environment that is free from the effects of illegal drugs and alcohol.
The program also incorporates measures for rehabilitation assistance and other Employee Assistance Programs, which should help employees free themselves from drug and alcohol abuse and/or psychological problems and return to productive work.

Union Briefing The inspectors conclude that appropriate union leadership briefings relative to the Fitness for Duty Policy and program implementation did occur prior to communication of the company's fitness for duty policy to employees and,
supervisors.
There is further evidence that prior to implementation of the site program, GPC implemented an aggressive communication program to inform the employees and supervisors through advertising in the plant newspaper, bfil beards, bumper and hardhat stickers, payroll flyers, etc.
The above conclusion is based on the results of discussions with the GPC Labor Pelations Official, Business Agents of the Augusta Building Trades Ccuncil, International Brotherhood of Electrical Workers Plant and Shop Stewards and review of the Plant Vogtie Project Agreement, subsequent Rules of Conduct and Safety, correspondence and chronology of events as related to labor relations coordination.
