SUBJECT:

ASSESSMENT OF GEORGIA POWER COMPANY'S V0GTLE FACILITY FITNESS FOR DUTY EMPLOYEE TESTING PROGRAM As you are aware, Georgia Power Company (GPC) has implemented an aggressive program for testing GPC and GPC contractor employees for use of drugs and alcohol. As a result of this program, GPC has terminated a number of employees for either testing positive or refusing to take the test. Up to this point, it has been the NRC policy not to inspect in this area because the program was strictly voluntary and not based on NRC requirements. Essentially, the Regional Office has adhered to this policy. We have, however, been aware of the program and have reviewed a portion of the program dealing with GPC's evaluation of prior work performed by employees that have been terminated who were involved in safety-related work.

Due to the publicity that has been recently created by certain GPC employees who /

had been terminated as a result of the program, it is requested that an NRC team do an assessment of this program prior to the first of November 1986. Vogtle 1 [

is currently scheduled for fuel loading in December 1986. It is visualized that this team be comprised and lead by personnel from your Division with appropriate representation on the team of Region II personnel.

We don't believe that this type of an assessment is without p.ecedent and we believe that sych an assessment would place the NRC in a more advantageous position if the safety aspects of drug or alcohol use at Vogtle become a hearing issue in the future.
