SUMMARY

The current schedule of construction for the licensee's nuclear power station located at Diablo Canyon near San Luis Obispo, California calls for the start of construction of the containment building to begin during June,1969. To date, construction activities at the site have been limited to site preparation efforts, e.g.; earth excavating and

.y filling, installing utilities, and constructing an access road.

The licensee confirmed that the organization res'ponsible for the construction of the nuclear station was as shown in the application for a construction permit to build the second nuclear power unit at the same site. (Diablo Canyon Unit No. 2)

Table No.1 of the report provides a' listing of vendors supplying the Class I components to be used in the construction of the reactor facility. Most of the vendors, accordin;; to the licensee, are common for all "four loop" Westinghouse pressurized water reactor systems.

Project Administration

1. Pacific Gas & Electric Co. , PG&E Mr. Kelley provided the inspectors with a diagram of PC&E's organization concerned with constructing the Diablo Canyon ~

Nuclear Power Station. The structure of the organization as shown in Figure I, attached, conforms to the description provided in the licensee's application for the construction of Nuclear Unit No. 2 at the Diablo Canyon site which is also applicable to Unit No. 1. According to the provided informat. ion, the currently assigned responsible individuals include: ,

, The status of construction was discussed with Messrs. Kelley, Schuyler and Lindblad. From the discussions, it was apparent that construction -

activities have been limited to date to site preparation efforts including:

1. Excavating for containment building
2. Filling for switchyard
3. Constructing access road M"3 4. Installing utilities and construction facilities

,, D. Construction Schedule Mr. Kelley provided the inspectors with a master schedule concerning the project. According to Kelley, the construction starting dates of certain projects have been deferred by approximately two months. The slippage of the schedule was attributed to unusual inclement weather conditions during the.past two months and delays occasioned during the review of the design and construction specifications. The current schedule, therefore, provides that attual construction of the containment building '

will not begin before June; 1969. ,

. E. Quality Assurance - Quality Control According to Kolley, the detailed quality assurance - quality control program (QA-QC) will be formulated prior to May 1,1969. This will be from four to six weeks prior to the start of actual construction of the containment buildings' The writer informed Mr. Kelley of the Commission's interest in licensees "QA-QC" programs. Therefore, a tentative meeting to review PC&E's program in depth during the first part of May,1969 was arranged with Mr. Kelley.
