In view of the lack of a formal, documented manual impicmenting the QA d'MM prograu described in the P3AR, it is recommended that the Diablo II quality assurance program be reinspected after the manual has been approved by PCC

In the interim, we will strongly urge PCE management to assign high priority to the task of documenting cicarly a program which will insure overall consistency 16 regard to the understanding and implementation of the quality

? assurance requirements for the Diablo Canyon project. In futuro cases it is suggested that the importanco of the Applicant's preparation of such a documented program be emphasized at as early a date as possible prior to our special QA inspection.
