Gentlemen:

This refers to the routine safety inspection conducted by Mr. T. P. Gwynn

and others of this office on July 1-28, 1986, of activities at Clinton Power

Station authorized by NRC Construction Permit No. CPPR-137, and to the

discussion 'of our findings with Mr. D. P. Hall and others of your staff at

the conclusion of the inspection.

'

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

Certain other activities, set forth in Enclosure 2 to this letter, appear

to be a deviation from commitments contained in the Clinton Power Station

Final Safety Analysis Report.

Please advise us in writing within thirty

days of the date of this letter of the corrective cction you have taken or

,

plan to take, showing the estimted date of completion with regard to this

deviation.

Concerning the floodproofing of the Clinton Power Station screenhouse, we

are releasing this report at this time for your information. An Enforcement

Conference will be held on August 29, 1986, at 10:00 a.m. in the Region III

office, with you and other members of your staff.

You will be notified by

separate correspondence of our decision regarding enforcement action. No

written response is required concerning the floodproofing violation until

you are notified of the proposed enforcement action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

<

Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

l

as required by the Paperwork Reduction Act of 1980, PL 96-511.
