SUMMARY

REPORT Supplement 1 to NUREG-0737 required Consumers Power Company to conduct a Detailed Control Room Design Review. Our letter dated June 20, 1984 submitted Big Rock Point's Control Room Design Review Program Plan.

In the Program Plan we committed to submit a summary report as required by Supplement 1 to NUREG-0737 and also stated our intent to justify that a Safety Parameter Display System was not required at Big Rock Point, based on the results of the Control Room Design Review.

Subsequent NRC review of our Program Plan resulted in an NRC decision to conduct an In-Progress Control Room Design Review Audit. The In-Progress

Audit was conducted during the week of January 27, 1986. The audit results were documented in NRC letter dated June 2, 1986. As a result of the audit.

Consurers Power Company committed to submit the summary report by March 1, 1987 and, to submit an evaluation and justification to show that existing instrumentation meets the functional requirements of a Safety Parameter Display System, also by March 1, 1987. The attachment to this letter includes the Control Room Design Review Summary Report and Safety Parameter Display System Evaluation.

As discussed in our letter dated February 4, 1987, this report is a partial g_,

report. Corrective actions for all of the Human Engineering Deficiencies (HEDs) have not yet been developed. These actions will be completed and a complete final summary report will be submitted by September 1, 1987.

Scheduling and implementation of corrective actions for safety significant HEDs will be incorporated into the Big Rock Point Integrated Plan as agreed to during the In-Progress Audit and further discussed in Volume I, Section 7 of 4

Big Rock Point Plant Integrated Plan Issue BN-005 February 27, 1987 The attached summary report is divided into eight volumes. A description of the contents of each volume follows:

Volume I Content: Modified Program Plan The Modified Program Plan has notes at various locations throughout which discuss details of how the plan was implemented. These notes also provide direction through the remaining volumes which summarize the results of the Control Room Design Review.

Volume II Content: Appendix 1, Audit Responses Appendix 2, SPDS Justification and Evaluation Appendix 1: Response to In-Progress Audit findings.

Appendix 2: SPDS evaluation and justification. The evaluation contains drawings and color photographs which show the closeness

perspective of the Control Room.

(Note: The NRC Project, Manager copy of the report is the only one which contains '

color photographs. All others contain black and white reproductions.)

Volume III Content: Appendix 3, "Before" Color Photographs of Control Room Appendix 3: Photographs contained in this volume represent the "as-found" condition of Big Rock Point's control room before any CRDR activities commenced. Key drawings are located in the front of this volume and relate photograph numbers to a location on the various panels. Photographs are organized by panel number. A panel location sketch is included for orientation to the Big Rock Point control room.

All contain black and white reproductions.)

Big Rock Point Plant Integrated Plan Issue BN-005 February 27, 1987 photographs are included for work completed. Panels C01-A, Col-B, Col-C, CO2-1, CO2-2, CO2-3 and C40 are complete.

Panels CO2-4, CO2-5 and portions of the side panels for CO2-2 and CO2-3 remain to be completed. Also included here but not in the "before" photographs is the Alternate Shutdown Building. Key drawings for volume III are applicable to the "after" photographs and again this volume is organized by panel number to facilitate comparison between "before" and "after" conditions.

Drawings are included to illustrate the engineering records which are to be maintained through the on-going human factors programs. Three drawings included in this package represent a summary of human factors principles to be applied to future control room modifications.

In total, twenty-three engineering drawings will be produced once all panels are relabelled and demarcated. A list of these drawings is provided in section 6 of the Modified Program Plan.

Volume V, VI and VII Content: Appendix 4 Human Engineering Discrepancies (HEDs)

Over 2000 HEDs were identified throughout the CRDR process.

Each HED generated is included starting with 0001 in volume V and ending with 1552 in volume VII. Multiple numbering of HEDs for grouping accounts for the difference between the total number of HEDs generated and the actual HED numbers of 1 to 1552.

Velume VIII Content: Appendix 5,,HED Summaries Appendix 6, Database General Information Appendix 5: After HEDs have been assigned corrective action, two computer sorts are run.

First, a sort by instrument number identifying all HEDs generated for a particular instrument and secondly, a general list of HEDs not applicable to any single instrument. Section 6.1 of the Modified Program Plan explains the use of each sort.
