Inspection Report No. 50-219/86-17
This refers to the routine safety inspection by Messrs. W. Bateman and
J. Wechselberger from June 1- July 6, 1986 and the Region based inspection by
Mr. W. Baunack from June 23 - July 3, 1986 at the Oyster Creek Nuclear
Generating Station. The inspections consisted of document reviews, interviews

and observations of activities as documented in the enclosed inspection report.
The findings were discussed with you and other members of your staff at the
conclusion of the inspection.
An apparent violation of NRC requirements is cited in Appendix A and
categorized under the NRC Enforcement Policy 10 CFR 2 Appendix C (49 FR 8583,
March 8,1984). A reply is required and should be prepared in accordance with
Appendix A.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
