Request for Amendment to Certificate of Compliance No. 9168 for the Model No. CNS 8-120B Cask We have had recent discussions with your staff regarding interpretation of paragraph 8 of the subject Certificate of Compliance as pertains to pre-shipment leak test requirements for low specific activity material in a Type B Packaging. CNS respectfully requests a revision to wording of paragraph 8, as follows, to clarify the leak test requirements for this material:

" Prior to each shipment (except for the contents meeting the definition for low specific activity material, per 10 CFR 71.4, which is transported by exclusive use vehicle), the packaging must be leak tested in accordance with Section 8.2.2.2 of the application."

We have reviewed the Safety Analysis Report for the CNS 8-1208 and have found no basis that prevents this change.
