120B, Certi6cate of Compliance No. 9168. We request that you amend the Certificate for the CNS 8-120B to reDect the attached Rev. 2 changes to the SAR.

The purpose of this Revision f. is to correct Section 4.5 of the SAR," Periodic Leak Rate Determination Using R-134a Gas." Section.6 was added to the SAR in our February 1994 submittal ta permit R-134a a

to be used as an optional periodic leak test gas. Ilowever, the calculations in Section 4.6 incorrectly used material propenies given in ANSI N14.5 - 1987 for sulfur hexafluoride (SF ) as the propenies for R-6 134a. This submittal uses the material properties for tetra 0uoroethane instead, which is the correct chemical compound for R-134a. Attachment 4.1 has also been added to provide information on R-134a and its material properties since tetranuoroethane is not referenced in ANSI N14.7.

ADer approval of our February 1994 submittal allowing the use of R-134a as a test gas, the results of the calculations in Section 4.6 were incorporated into our test procedure for the CNS 8-120B that speciGes the allowable leak rate for R-134a and detector sensitivity requirements for the annual leak test. When the erroneous leak rate was recently discovered, we re-performed the annual leak test using the R-12 gas.

We also evaluated the safety consequences of having performed the annual leak test on the CNS 8-120B l

using an incor' ect allowable leakage rate for R-134a. This evaluation, which was performed under j

r Chem-Nuclear's Quality Assurance Program, consisted of assessing shipments made in the 8-120B casks i

since we began using the R-134a gas for the annual testing, and concluded that there were no significant safety issues resulting from this. We have also revised our annual leak test procedure to remove testing with the R-134a gas until this Rev. 2 submittal is approved by the NRC.

It should be noted that the calculations in Section 4.6, Rev. 2, use formulas presented in ANSI N14.5 -
