The internal organization of the emergency operations facility was not

conducive to information flow patterns that would support organizational ,

command and control and decision making processes.

Louisiana Power & Light Company will address this item in three;(3) parts:-

physical arrangement of the facility, emergency response organization

positions and training.

.

A) Physical Arrangement of the Facility - The layout of the Emergency ,

!

Operations Facility Operations Room will be changed to more centrally

locate the EOF Director. This modification will also bring the

Operations / Engineering Coordinator and Radiological Assessment

Coordinator in closer proximity to the EOF Director and one another.

The new Operations-Room arrangement should facilitate improved +

communications and coordination of activities for the EOF Director and .

'

  • '

his key coordinators. Th'e previous Operations Room layout is shown in.

Attachment 1 to this letter. The modified layout is shown in '

Attachment 2. Modifications to the Operations Room and the necessary-

procedure changes to EP-2-102, Emergency Operations Facility (EOF)

.

-Activation,' Operation and Deactivation will be complete by January 21, ,

!' 1987.

B) Emergency Response Organization Positions - Three (3) additional

positions have been approved for the EOF organization: Deputy EOF

Director, Radiological Assessment Coordinator Assistant and

Operations / Engineering Coordinator Assistant. These positions have

!- been added to provide assistance to the key EOF coordinators in

conducting immediate routine tasks, enabling then to concentrate their

efforts in coordinating emergency response with the EOF Director.

Copies of the Emergency Organization Position Descriptions for the

Deputy EOF Director, Radio 1pgical Assessment Coordinator Assistant and

Operations / Engineering Coordinator Assistant are provided as

Attachments 3, 4 and 5 of this letter.

,

C) Training - A drill activity for EOF Operations Room personnel will be

conducted in the first quarter of 1987 for EOF emergency organization

assignees. This drill will be specifically developed to address

i

command and control and information flow during emergencies. The

drill is presently scheduled for January 21, 1987. The applicable

i

'

training lesson plans for the EOF Director and his key coordinators

will.be revised to provide emphasis on command and control and

'

information flow for new assignees to the EOF emergency organization by

January 30, 1987.
