Subject: Inspection Report No. 50-219/86-33
This report documents the facts associated with a question raised in NRC Inspec-
tion Report 86-04 regarding the acceptability of hydraulic control unit (HCU)
tube steel bcttom support installations and expresses NRC concerns that have
arisen as a result of your response to the question.
As described in the enclosed report and in your Licensee Event Report (LER)86-022, 80 of 137 hydraulic control units have not been properly seismically
mounted since original construction. Your analysis of the HCU mounting, after
concerns were identified by NRC, determined that 80 hydraulic control units did
not meet seismic requirements defined in the original design basis of Oyster
Creek for Seismic Class I equipment. Although most of the quality standards
involved in present day construction were not explicitly required by the regula-
tory. agency during original plant construction, the conformance to design re-
quirements as specified on drawings has always been a requirement for good con-
struction and/or erection. This HCU problem remained unidentified until recently
when the installation was questioned by an NRC inspector.
We are concerned that this problem, as well as past deficiencies in pipe sup-
, ports and masonry block walls that were addressed by NRC Bulletins, appear to

indicate a long-term need for a higher assurance of identification and resolu-

tion of such problems, through additional evaluations of the as-built plant
l against design requirements applicable to Oyster Creek.

to explain actions you have taken or plan to take to address our concerns.
