Dear Mr. Chairman:
The Nuclear Regulatory Commission (NRC) has sent the enclosed final rule for the Nuclear Regulatory Commission Acquisition Regulation (NRCAR) to the Office of the Federal Register for publication. The final regulation revisions, if adopted, will be published in 48 Code of Federal Regulations Chapter 20 in Fiscal Year 1999. The NRCAR establishes provisions unique to the NRC concerning the acquisition of goods and services. The acquisition regulations covered in the NRCAR are being amended to meet the requirements of Public Law 103-355, The Federal Acquisition Streamlining Act (FASA), Public Law 104-106, The Federal Acquisition Reform Act (FARA), and the Information Technology Management Reform Act (ITMRA) which modify and streamline Federal Acquisition Regula'. ions contained in 48 Code of Federal Regulation Chapter 1.
The proposed rule was published in the Federal Reaister on December 8,1998 for public comment. No comments were received.
