' AGENCY IDENTIFICATION: 3150-AG07 DATE OF ISSUANCE: 30 days from date of publication STATUTORY OR JUDICIAL DEADLINE: N/A DESCRIPTION OF ACTION: The Nuclear Regulatory Commission (NRC) is amending its regulations to reflect a change in the way its records are made available to the public. The NRC is establish;ng the Agencywide Documents Access and Management System (ADAMS) to provide for the electronic submission, storage, retrieval of NRC official records. NRC official records that are normally publicly available under the Commission's regulations will be available electronically through the NRC Web site. The regulations governing which records are publicly available are unaffected by this final rule. Because of budget constraints and the improved access to newly received and created records via the NRC Web site under ADAMS, the Commission decided to discontinue the Local Public Document Room (LPDR) program beyond Fiscal Year 1999. ADAMS will provide added benefits that should preclude or minimize any public concerns regarding the impact from discontinuing the LPDR program, such as, providing direct access to a much broader range of the public than just to those who, because of their close proximity, have access to the NRC Public Document Room (PDR), Washington, DC, and LPDRs and an improved electronic search capability. Under the current system, only the bibliographic indexes and abstracts for most records are available online, but with ADAMS, access to new records will be in full text and image. Ultimately, NRC's newly created official records will all be stored in ADAMS only in electronic form, and NRC will maintain only its pre-ADAMS records as paper copies. The NRC PDR will still keep pre-ADAMS paper and microfiche records on site and available to the public for viewing and copying. The PDR will also have computer terminals available for the public to access new documents on the NRC Web site. Many of the current LPDR libraries have agreed to continue to house their document collections after the program ends. The Government Printing Office (GPO) Federal Depository Library Program will take over responsibility for collections, records dated 1981 forward, that will not be retained by current LPDR libraries. Access to these document collections will continue to be available to the public.
